The invention provides an opening portion device and a construction method of the opening portion device, referring to the construction and maintenance of the opening portion device, and aims to improve the convenience or safety of field operation. The opening portion device comprises an outside panel (7), an inside panel (9), an outer frame (8) containing the outside panel (7), and an inner frame (10) used for containing the inside panel (9) and installed to the outer frame (8) in a detachable mode from an indoor side. The inner frame (10) is supported by the inner periphery of the indoor side of the outer frame (8) in a freely detachable mode. The opening portion comprises a frame body (1) fixed to the opening portion of a building, an external partition board (3) accommodated in the frame body (1), and comprising the outside panel (7) and the outer frame (8), and an internal partition board (4) installed in the external partition board (3) in a detachable mode from the indoor side, and comprising the inside panel (9) and the inner frame (10).
