The invention discloses a high-infrared-reflectivity ceramic fiber heat-insulating material and a preparation method thereof. The preparation method includes: grinding potassium-containing raw material, titanium-containing raw material and binding agent after being mixed well, formed and thermally treated to obtain a material A of 0.088-1mm in granularity and a material B smaller than 0.088mm in granularity; drying the material A after being soaked by water, and thermally treating the material A under condition of 1000-1200 DEG C to obtain a material C; disposing ceramic fiber in a titanium-compound-containing solution of 5-30wt% in concentration, stirring, filtering, drying, and thermally treating to obtain pre-treated ceramic fiber; mixing the pre-treated ceramic fiber, the material B, the material C, the binding agent and additive well, and adding water for stirring to form slurry; injecting the slurry into a die, dewatering in a vacuum manner, drying, thermally treating under condition of 800-1100 DEG C, and cooling to obtain the high-infrared-reflectivity ceramic fiber heat-insulating material. The preparation method is low in production cost, and the high-infrared-reflectivity ceramic fiber heat-insulating material prepared by the method has the advantages of low size density, high bending strength and low high-temperature heat conducting coefficient.
