The invention relates to an anti-rust protective coating for a steel material. The anti-rust protective coating is formed by compounding a compound rust transforming agent, thermoplastic or thermosetting resin, cement, a compound surfactant, ultrafine fibers and water, wherein according to the mass ratio, the compound rust transforming agent : thermoplastic or thermosetting resin : cement : a compound surfactant : ultrafine fibers=(0.5-15):(10-30):(20-65):(0-4):(0-5); the main ingredients of the compound rust transforming agent mainly comprise a divalent or trivalent metal oxide, a phosphate substance, an active filler and an alkali hydroxide which are compounded at the mass ratio of 2:8:8:1; the compound rust transforming agent can form a stable phosphating film and a complex precipitation film on the surface of rusted reinforcing steel bar; the surfactant is a sulfydryl-containing Gemini quaternary ammonium salt cationic surfactant and is prepared by reaction of the raw materials of sulfydryl-containing substances with a plurality of activated adsorption centers, such as mercaptoacetic acid sodium salt, 2-mercaptobenzothiazole sodium salt and alkyl dimethyl tertiary amines.
