The invention relates to a composite asphalt pavement material for removing snow and a paving method for a composite asphalt pavement. The pavement material comprises a component A and a component B. The component A is made of, by weight, 40% of coarse aggregate, 26% of fine aggregate, 8% of base asphalt, 7% of additive, 8% of graphite, 4% of junked tire powder, 4% of brass mineral powder, 0.5% of stabilizer, 0.5% of antioxidant and 2% of assistant. The content of graphite in the component B is twice that of the graphite in the component A. The pavement of an A-B-A structure is adopted, the strength of a traditional asphalt pavement paved by the same material is improved, and the snow removing efficiency is improved; the recycled waste plastic can be used, and good economic benefits and the environment-friendly function are achieved; the pavement has the advantages of being good in stability and aging resistance, good in low-temperature cracking preventing performance, adaptive to cold temperature difference areas, and long in service life; the pavement can be easily processed and formed according to construction conditions, and field road construction operation is sample; the pavement is free of pollution, resistant to corrosion and environmentally friendly.
