The invention provides an outer side wall earth pressure cell precession type embedding device and an embedding method. The device comprises a steel sleeve, a water stopping pad, a blocking plug, an earth pressure cell, a spiral jacking device and a steel base. During using, the spiral jacking device is utilized to make the earth pressure cell and the blocking plug move frontwards in a together mode and move continuously along with a top pipe or a sink well, due to the friction force, the blocking plug is separated from the surface of the earth pressure cell automatically, scales labeled on the spiral jacking device are utilized to control the position of the earth pressure cell, the thrust face of the earth pressure cell and the outer surface of the top pipe or the sink well are in the same plane, and data can be measured and read. After the data are measured and read, the spiral jacking device is moved backwards to drive back the earth pressure cell, the steel base is opened, the spiral jacking device and the earth pressure cell are taken out, the steel sleeve is sealed timely, and the water flow is prevented from leaking.
