The invention discloses a long auger drilling cement mortar retaining wall type implanted pile tube construction device and construction method; the construction device comprises a pile frame, a power head, a drilling rod, a normal pressure grouting pump, a normal pressure grouting pipe, a high pressure grouting pump, a high pressure grouting pipe, a steel sleeve (6), a slurry suction pump (7) and a liquid storage pool (8); a lower portion of the steel sleeve (6) is buried into soil, and an upper portion is higher than the ground; the slurry suction pump (7) is arranged in the steel sleeve (6); an exit of the slurry suction pump is connected with the liquid storage pool (8). Key steps of the method comprises the following steps: first carrying out jet grouting drilling in an expanded-base segment; then carrying out non-jet grouting idle pulling up; then drilling and pulling, and keeping jet grouting in the drilling and pulling process; conveying overflowing normal segment cement mortar in a pile sinking process to the liquid storage pool (8) for storage. The device and method enable a pile to have strong bearing capacity, pile-forming quality is good, so no damage is caused to surrounding soil environment, and the environment is not polluted.
