The invention relates to a basement exterior wall structure and a construction method thereof. The exterior wall structure comprises a flexible buffering layer formed on a basement bottom plate structure in a pouring mode and a concrete structure layer formed on the flexible buffering layer in a pouring mode. The width of the concrete structure layer is the same as that of the flexible buffering layer. A layer of epoxy resin cement concrete is arranged between exterior wall concrete and the bottom plate structure, because the epoxy resin cement concrete is low in elastic modulus and has better flexibility, the exterior concrete can release larger contraction deformation as much as possible, and thus generation of cracks of the exterior wall concrete is reduced.
