The present invention relates to an operating device. A manual operating unit and an electric drive unit enable a flush valve to function by means of a single connecting member. To be specific, the operating device include: a connecting member (50), which is connected to the flush valve (40) and enables the flush valve (40) to be opened/closed on the basis of the movement of the connecting member; a manual operating unit (52) for enabling the flush valve (40) to function when a user performs a manual rotary operation to pull up the connecting member (50); and an electric drive unit (54) for pulling up the connecting member (50) and enabling the flush valve (40) to function by means of external electric power.
