The invention discloses an anti-collision cement road barrier. The anti-collision cement road barrier comprises a barrier body, a barrier base, a top anti-collision layer and a bottom anti-collision layer. A fixing hole is formed in the middle of the barrier body and extends in the length direction of the barrier body, clamping grooves are formed in the two sides of the barrier base respectively, the top anti-collision layer is inserted into the fixing hole and wraps the top of the barrier body, the bottom anti-collision layer is inserted into the fixing hole, and clamping blocks are arranged at the two ends of the bottom anti-collision layer respectively and matched with the clamping grooves. The anti-collision cement road barrier can effectively avoid the situation that a vehicle or a pedestrian is scratched or hit by a sharp road barrier when running into the road barrier.
