The invention provides a river-crossing underwater pier foundation construction platform operating method. The method relates to a ship body, a steel cable, concrete anchor blocks, and supporting rods arranged on the top portions of the concrete anchor blocks. Firstly, the two ends of the steel cable are fixed to the concrete anchor blocks located on the two sides of a riverway respectively; secondly, the supporting rods are installed on the concrete anchor blocks located in the middle of the river. The steel cable penetrates through the top of each supporting rod. By the adoption of the method, during bridge pier foundation construction, engineering materials, transfer materials, small machines and tools and working staff can be transported to a construction area conveniently, and meanwhile the ship body is locked and anchored to serve as a construction platform; construction is convenient and quick, construction time and cost are saved, and economical benefits are high.
