The invention provides a semi-underground short-ramp stereo garage and a building method of the semi-underground short-ramp stereo garage. The garage comprises a semi-underground layer and a semi-overground layer positioned above the semi-underground layer, wherein the semi-underground layer is divided into an underground traffic region (1) and an underground parking region (2) which are in parallel arrangement, are positioned in the same plane and are communicated; the semi-overground layer comprises an overground traffic region (3) and an overground parking region (4) which are in parallel arrangement, are positioned in the same plane and are communicated; the overground parking region (4) is positioned above the underground traffic region; the overground traffic region is positioned above the underground parking region; the two ends of the underground traffic region are connected with the ground (11 and 12) outside the garage through ascending traffic region ramps (7 and 8); and the two ends of the overground traffic region are connected with the ground outside the garage through descending traffic region ramps (6 and 5). The semi-underground short-ramp stereo garage has the advantages that the occupied area is small; the arrangement is flexible; the connecting ramps between lanes and the parking region occupy small area; the construction is simple; the traffic flow is clear; and the division management is easy.
