The invention provides a positioning and moving device for a rock jumbolter of a power transmission line. The positioning and moving device comprises a framework and a mast vertically arranged at one side of the framework. The positioning and moving device has an improvement point that one side of the framework is provided with a horizontal slide rail connected with the mask; a hydraulic power system of a jumbolter is arranged in the framework; and a jumbolter body is vertically arranged on the mask. Compared with the prior art, the positioning and moving device for the rock jumbolter of the power transmission line provided by the invention has the advantages that the positioning and moving device can be split; the weight is light; the positioning and moving device can be conveniently carried and transported by labors; the positioning and the moving are convenient during anchor group foundation construction; the labor is saved; and the positioning and moving device is particularly applicable to the construction of a rock anchor rod foundation in regions of high mountain, hills and the like.
