The invention discloses a staging blending normal-temperature asphalt mixture preparing technology and belongs to the field of normal-temperature road construction. According to the technology, heated and dedusted aggregates with waste heat and foamed asphalt are pre-blended to enable the aggregates to be pre-wrapped, and the pre-blended mixture is then blended again with one or more of water, liquid soap, asphalt flux, emulsified asphalt and part of the aggregates which are added later; the temperature is reduced to be below 60-80 DEG C, and then ternary blending is conducted on the mixture and padding, cutback asphalt or emulsified asphalt, and the rest of the aggregates. The obtained asphalt mixture can be stored, transported, spread and ground at normal temperature.
