The concrete comprises the following components in parts by weight: 20-25 parts of cement, 15-20 parts of mine tailing powder, 30-40 parts of a mine tailing aggregate, 5-10 parts of grade III fly ash, 10-15 parts of water, 1-3 parts of a mine tailing modifier, and 1.05-1.4 parts of an anti-freezing agent. After combining and stirring, the anti-freezing concrete is obtained. Compared with the prior art, the present invention has the beneficial effects: not only the problem that mine tailing waste discharge occupies a large amount of soil and pollutes the environment is solved, but also the problem of increasing shortage of concrete raw materials in the building technical field is solved, and meanwhile the problem of long setting-time for the concrete used in winter construction and the poor anti-freezing property are solved, thereby prolonging the winter time in which construction can be performed.
