The present invention discloses a cementing material for marine concrete, wherein the raw materials comprise, by weight, Portland cement clinker powder, aluminate cement clinker powder, desulfuration gypsum, phosphorus slag powder, slag powder, fly ash, quartz sand tailings powder, calcium nitrite, sulfur calcium aluminate, sodium alginate and a hydration accelerator. According to the present invention, the variety of the raw materials are subjected to the reasonable particle size matching to produce the interactive superimposed effect, effects of mutual complementing and mutual reinforcing are provided, the performance of the marine concrete is effectively improved at different stages, the good micro-grading is formed in the marine concrete, and mutual filling is performed during the hydration process, such that the marine concrete porosity is reduced and the density is substantially improved so as to enhance the harmful media penetration resistance of the marine concrete, provide performances of good permeability, sea water erosion resistance, early strength, low hydration heat and the like, improve the comprehensive performance of the marine concrete and slow the rust corrosion so as to prolong the service life of the marine concrete.
