The invention discloses a bituminous pavement hot in-place recycling device achieving layered heating and spiking-up and movable mixing. The device comprises a first heating machine, a second heating machine and a recycling and mixing paver. The first heating machine, the second heating machine and the recycling and mixing paver advance and work in continuous cooperation in order. A layered heating manner is adopted, heating is achieved in two layers, and spiking-up is carried out twice, so that heating efficiency is obviously improved. The temperature is obviously reduced compared with the heating temperature of 140 DEG C of a traditional asphalt heating machine, and black asphalt dust generated at high temperature is avoided. A recycling pavement is heated more evenly, and heating fuel can be greatly saved.
