The invention relates to the technical field of a restoration project, in particular to a construction method of northern river hydro-fluctuation belt photocatalytic material slope protection. The seasonal water level variation conditions of the river within 50 years are investigated to determine a hydro-fluctuation belt region; and a concrete slope protection foundation is paved on the hydro-fluctuation belt region in a dry season of the river, and the concrete slope protection foundation is coated with a modified TiO2 or ZnO photocatalytic material. According to the invention, the effect of water and soil conservation of a hydro-fluctuation belt is realized; no water and soil loss occurs; vegetation in the northern hydro-fluctuation belt hardly survives in the dry season, so that non-point source pollution cannot be reduced; the modified TiO2 or ZnO photocatalytic material is adopted for the slope protection, so that organic pollutant can be effectively degraded, and the imported pollution to the river is reduced; and in addition, in a wet season, the water level of the slope protection is shallow, and sunlight can penetrate the water body, so that the photocatalytic material can continuously play a role, and the organic pollutant in the river is degraded. The construction method of the northern river hydro-fluctuation belt photocatalytic material slope protection is an effective northern river hydro-fluctuation belt recovery method.
