The invention discloses a steel slag powder grinding technology of two-section ball milling. Drying, smashing, grading, iron removing, grinding, re-grading and other means are carried out on roller slag, and steel slag is machined into qualified steel slag powder; meanwhile, metal in tailing of the steel slag is fully recycled to form by-products of slag steel shots and slag steel powder with certain value. The steel slag powder, superfine slag powder, gypsum powder and other admixtures are mixed into steel slag cementing material, purposes of the steel slag cementing material are similar to those of ordinary portland cement, and besides, the steel slag cementing material is resistant to abrasion, little in hydration heat, resistant to salt and alkaline corrosion and low in price. The steel slag is used for producing powder, most of the steel slag is digested, and social benefits are good. Besides, enterprises have good economic benefits, zero emission of the steel slag is achieved, and environmental pollution and space waste are avoided.
