A noise energy converter with elasticity damping connection is provided; in mounting, the noise energy converter uses elasticity damping connection to connect with H section steel and the ground; two ends on the bottom of a unit plate employ a rubber pedestal with a locally deformation structure; two ends of a continuous arc panel use a continuous arc elasticity damping rubber pad; bottoms of two sides of a backboard use a rubber pedestal face to limit an inner surface of a H section steel column web, and middle portions and upper portions of two sides of the backboard respectively use a backboard rubber buckle pad to limit the H section steel; besides the rubber pedestal and the continuous arc elasticity damping rubber pad, upper portions of two side faces of a unit plate assembly also use a side plate rubber buckle pad to limit the inner surface of the H section steel column web, thus limiting 6 freedom degrees. Interlayer rubber pads are fixed on the bottom of a sound barrier between the unit plates, thus realizing elasticity damping connection between the unit plates of the sound barrier.
