The invention relates to a building exterior wall heat-insulating polyurethane warming plate and a preparation method for the same. The building exterior wall heat-insulating polyurethane warming plate comprises a polyurethane foam layer. A first flame retardant coating layer is arranged on the polyurethane foam layer; a second flame retardant coating layer is arranged under the polyurethane foam layer; first glass fiber cement cloth is arranged on the first flame retardant coating layer; and second glass fiber cement cloth is mounted under the second inflame retardant coating layer. The preparation method comprises steps of selecting raw material for the polyurethane foam layer, and conducting a foaming technology for the polyurethane foam layer. Polyether polyol works as white material and the polyisocyanates works as black material; the weight ratio of the white material to the black material is 1:1.5 to 1:1.7; thixotropic agent with 0.5 to 4% weight of the white material is added to the white material for mixing then conducting polyurethane foaming; the polyurethane foam layer is thereby formed; and the polyurethane foam layer is connected with the first and second glass fiber cement cloth coated with inflame retardant coat. The preparation method for the building exterior wall heat-insulating polyurethane warming plate is simple and easy to operate; the polyurethane warming plate prepared by the method possesses great inflame retardant performance.
