The invention discloses a whole sound insulation floor. The floor is sequentially composed of a reinforced concrete structure floor body, a sound-insulating leveling layer, a bonding layer and a surface layer material in a stacked mode from bottom to top. The reinforced concrete structure floor body serves as a base layer. The sound-insulating leveling layer serves as a middle layer. The surface layer material and the bonding layer serve as an upper layer. The bonding layer is located between the sound-insulating leveling layer and the surface layer material. The invention further discloses a construction method for the whole sound insulation floor. Floorboards can be directly laid on the whole sound insulation floor according to a common decoration method, the clear height of a residence will not be reduced, and loads of a floor structure will not be increased.
