The invention specifically relates to a pretreatment system for phosphogypsum produced by wet phosphoric acid process in a phosphate fertilizer plant before slag removal and a pretreatment method using the pretreatment system, belonging to the technical field of comprehensive utilization of phosphogypsum. The system comprises a first conveyer, a mixer, a material storage tank, a metering device and a second conveyer, wherein the first conveyer sends phosphogypsum into the mixer; the mixer is located below the material storage tank; the metering device is connected with the material storage tank; a mixed material in the mixer, i.e., phosphogypsum, is conveyed to a stocking place by the second conveyer; and the material storage tank is used for storing a pretreated material. The invention is directed at development and application of phosphogypsum newly produced by production lines of phosphate fertilizer production enterprises in the prior art; the pretreatment system and pretreatment method can perfectly neutralize and immobilize water and harmful components like soluble phosphorus and soluble fluorine in the phosphogypsum by screening and improving a formula of a phosphogypsum pretreatment material, thereby reducing environmental influence caused by stockpiling of phosphogypsum; and the pretreatment system and pretreatment method have good production application values.
