The invention discloses a pier anti-collision protective device with tension legs and buoyancy tanks. The pier anti-collision protective device comprises the buoyancy tanks which are arranged at the upstream position and the downstream position of a pier respectively. The bottom of each buoyancy tank is connected with underwater anchoring mechanisms through the corresponding tension legs. The buoyancy tanks are connected through steel mooring ropes. The steel mooring ropes are located on the two sides of the pier. The tension legs and the steel mooring ropes are in the tensioned state. When the device is stricken by a ship, the buoyancy tanks deviate from the original positions and then return to the original positions under the action of the buoyancy force of the buoyancy tanks and the pulling force of the tension legs. The pier anti-collision protective device can protect the pier of a bridge from impact damage caused by traveling ships.
