Disclosed is a method for using an energy-saving marine oil pollution cleaner. The energy-saving marine oil pollution cleaner comprises a floating oil absorbing device, a floating device, a heat pump device and a controller, wherein the floating oil absorbing device comprises a conveying belt and an oil absorbing bag; the oil absorbing bag is mounted on the conveying belt; the heat pump device comprises a refrigeration box and an oil dissolving tank; the heat pump device and the controller are disposed on a ship body; the floating oil absorbing device is mounted on the floating device; the floating device is connected with the ship body; the conveying belt passes through the refrigeration box and the oil dissolving tank; the controller is connected with the floating oil absorbing device and the heat pump device through a control line. During usage, the oil absorbing bag is cooled and solidified through the heat pump device so as to absorb floating oil of seas or rivers; the floating oil is dissolved and collected by means of the heat pump device; oil pollution treatment is performed through refrigeration and heating of the heat pump device without oil absorbing fiber materials; energy saving and environmental protection are achieved in the oil removal process; the losses of the oil absorbing materials are absent.
