The invention relates to the field of straddle type single-rail traffic, in particular to a straddle type single-rail ice and snow melting device and an ice and snow melting method. The ice and snow melting device comprises a control cabinet, a distribution cabinet, a heating steel pipe arranged on a rail beam, a skin effect cable penetrating the heating steel pipe and a corresponding connecting component. A skin effect electric tracer heating system is designed in cooperation with technical characteristics of the rail beam and the skin effect cable; according to designed different voltage classes, the distribution cabinet supplies power to the skin effect cable in a connection manner; the distribution cabinet is provided with a transformer, and external-connection three-phase electricity is converted into single-phase electricity; under the effects of the skin effect and the proximity effect, the interior of the heating steel pipe generates heat, and the heat is transmitted to the exterior of the heating steel pipe from the interior of the heating steel pipe, and the aim of heating the rail beam is achieved; and under the cold environment, a straddle type single rail has the rail beam ice and snow melting function, and the straddle type single rail is suitable for being used under the cold environment.
