The invention discloses a shaft and water stopping device for a fixed wheel of a sluice gate. An eccentric shaft (3) is arranged between an inner side web (1) and an outer side web (2) of an edge beam of the sluice gate, the eccentric shaft is provided with a hub and an auxiliary accessory, and a threaded hole (35) is drilled in the center of the outer end face of the eccentric shaft. The outer end face of the eccentric shaft (3) is aligned at the end face of the outer side web (2), a rectangular pressing plate (4) is arranged on the end face of the outer section of the eccentric shaft, and the rectangular pressing plate (4) is fixed to the outer side web (2) of the edge beam through a first screw (5). The shaft and water stopping device not only solves the problem of high work load for installing the fixed wheel of the sluice gate in site but also achieves shaft stopping and water stopping effects of the fixed wheel of the sluice gate.
