The invention provides a method for preparing and constructing a primer of a waterproof coating and the primer of the waterproof coating. The primer of the waterproof coating is composed of a component A, a component B and a component C, wherein the component A is epoxy resin which comprises epoxy resin E51 or epoxy resin E44; the component B is a non-ionic emulsifier modified amine curing agent which comprises at least one of modified fatty amine and cycloaliphatic amine; the component C is water; when the component A is the epoxy resin E51, the primer comprises the substances in parts by weight: 15-20 parts of the component A, 25-30 parts of the component B and 50-60 parts of the component C; when the component A is the epoxy resin E44, the primer comprises the substances in parts by weight: 15-20 parts of the component A, 10-20 parts of the component B and 60-75 parts of the component C. According to the scheme provided by the invention, by using the primer of the waterproof coating, bubbling and stripping phenomena of constructed rubber asphalt waterproof coating are avoided.
