The present invention discloses a fish pass method and device of water conservancy and hydropower dams. An underwater track is laid at the bottom part of a riverway at the downstream of a tail water outlet of a power plant room, and a conventional water gathering ship is replaced by a water gathering platform disposed on the underwater track, thus to overcome fish gathering difficulties caused in river reaches without navigation conditions and when the fish gathering ship cannot approach a tail water zone of the power plant room. Pulleys and tracks are installed under the fish gathering platform, and the fish gathering platform can gather fishes with a certain range at the downstream of the tail water, thereby overcoming the problem that the fish gathering ship is difficult to gather fishes near the tail water, raising fish gathering effectiveness of a fish gathering system, and playing an active role in harmonizing conflicts between water conservancy and hydropower engineering and ecological environmental protection.
