The invention discloses a composite honeycomb plastic draining plate and a construction method thereof. The composite draining plate adopts an integral composite structure consisting of a supporting framework layer and permeable fibers, wherein circular water discharging holes for allowing the permeable fibers to be stuffed are formed in the supporting framework layer, the circular water discharging holes are stuffing holes of which the hole diameters are 8mm, the distance between adjacent holes is 20mm, the permeable fibers are stuffed into the circular water discharging holes, and the fiber content of each circular water discharging hole is controlled within 0.008-0.01g. The composite honeycomb plastic draining plate disclosed by the invention adopts a plastic plate of which the compressive strength is high as the framework layer bears most of soil pressure, so that the whole deformed destruction resistant property of a material is improved; only small force is partly applied on the fiber material, so that the defect that the anti-filtration effect is poor because an anti-filtration material is pressed and deformed is effectively overcome; the fiber of which the permeability is good is adopted, so that the composite honeycomb plastic draining plate has a good anti-filtration property on various soil and is not easy to block; the composite honeycomb plastic draining plate is light in masses of the materials, simple in processing manner, free-from a formwork and reliable in quality.
