The invention provides a locating device for an electrical embedded pipe penetrated concrete foundation. The locating device comprises a locating plate and locating bolts. The locating bolts are located in bolt through holes formed around the locating plate. The locating plate is provided with an embedded pipe through hole, and a rubber sleeve ring is arranged on the embedded pipe through hole. The locating device guarantees embedded pipe locating accuracy, and the phenomena such as voids and pits commonly seen in the embedded pipe penetrated concrete foundation are completely avoided. The rubber sleeve ring is arranged on the circumferential ring of an embedded pipe fitting in an embedded mode, and the displacement and slurry leakage of the embedded pipe fitting caused by vibration in the concrete construction process are avoided.
