The invention relates to a device (1) for dispensing a water-soluble active-ingredient preparation (16) from a toilet block (2) into a toilet bowl, comprising an accommodating container (3) for the toilet block (2), over which toilet block flushing water can flow, which accommodating container is to be arranged in the toilet bowl, wherein the accommodating container (3) - can be fastened to the edge of the toilet bowl by means of a retainer (10), - forms a basin (4) having a basin bottom (5), in the region of the accommodating container that is at the bottom in the usage position, - has at least one inlet (6) and one outlet (7) for the flushing water, and - has a flow connection to the toilet bowl via the outlet (7), wherein a siphon (8) is arranged upstream of the outlet (7) and defines a triggering threshold level (17) and a terminating threshold level (18) for flushing water in the accommodating container (3), by means of which a discharge of flushing water through the siphon (8) can begin and stop, respectively, and the accommodating container (3) comprises a support plate (9) having a support surface (9.1), wherein the support plate holds the toilet block (2) above the terminating threshold level (18), and wherein the support plate (9) is fastened to the siphon (8).
