The floating plate device comprises an inflation floating plate, anchor piles and hanging ropes. The inflation floating plate is made of waterproof and weatherproof flexible materials. The inflation floating plate is in a plate shape after being inflated with air. The thickness of the inflated floating plate is controlled through plate inner reinforced belts, and the strength of the floating plate is improved by adding reinforcement strips outside longitudinal plates and transverse plates which are arranged on the double faces. The height of holes in the lower edge of the floating plate is controlled with the length of the hanging ropes for bottom high-sand-content water to pass.
