The motor vehicle lane pavement structure and the non-motor vehicle lane pavement structure each comprise a cement stabilized macadam layer, an SBS modified emulsified asphalt lower sealing layer, a continuous reinforcement concrete layer, a rubber stress absorption layer and fine grain type SBS modified asphalt concrete which are sequentially laid. The sidewalk pavement structure comprises gravels, C20 concrete, cement mortar and Sure block bricks all of which are sequentially laid. The construction method comprises the steps that a down-traversing channel is obtained through construction of an open cut method or a shallow tunneling method, a road foundation is compacted, the pavement structures are laid, and C20 concrete, a steel fiber reinforced concrete layer and C type steel are sequentially cast in situ at the connecting sections. According to the composite pavement structure for the urban down-traversing pavement and the construction method, the problems that a concrete pavement is prone to cracking and has multiple joints are effectively solved, the waterproof performance is good, and the flame retardant effect is good as well.
