The invention discloses a method and device for preventing a hydraulic structure from being scoured by water. The method comprises the steps that a group of reinforced concrete precast slabs are connected through steel rib rings to form a flexible protection armor, and the flexible protection armor is fixed to the surface, impacted by water, of the hydraulic structure so that the scouring to the hydraulic structure can be avoided or relieved. According to the method and device, the scouring of water flow to a building foundation is effectively prevented by arranging the concrete slab flexible structure on the surface or the foundation of the hydraulic structure, and the problem that the hydraulic structure is washed away or broken up by the high-speed water flow can be solved as well. By means of the construction measure, the requirements for construction are met, and the construction investment is reduced.
