The invention relates to a cement concrete subgrade protective base plate and a technology. The cement concrete subgrade protective base plate comprises a protective base plate body, wherein a plurality of cracks are formed in the surface of the protective base plate body; drainage grooves corresponding to the cracks are formed in the protective base plate body; the cracks are communicated with the drainage grooves. According to the protective base plate provided by the invention, during the concrete subgrade pavement process, the cracks guide the concrete cracking direction, so that the cut cracks extend to the cracks in the protective base plate, rainwater flows to the cracks of the protective base plate along the cracks of the concrete subgrade, and is discharged through the drainage grooves, and the service life of the concrete subgrade is further effectively guaranteed.
