The invention discloses a sound insulation and noise reduction wind-mitigating dust extractor, comprising a sound insulation and noise reduction screen, a wind mitigating and dust extracting structure, an installation support, a fixed disk and a fastening bolt, wherein the outer side of the sound insulation and noise reduction screen is clung to and fastened on the installation support; the inner side of the wind mitigating and dust extracting structure is connected with the installation support; the sound insulation and noise reduction screen, installation support and the wind mitigating and dust extracting structure are of a tri-layer fastening structure; the tri-layer fastening structure forms a noise screen unit which is fixed on a protective fence base by virtue of the fixed disk at the bottom of the installation support and fastening bolts; a cavity is formed between the sound insulation and noise reduction screen and the wind mitigating and dust extracting structure; and the cavity is filled with sound insulation and dust collection cotton.
