Because powdery or slurry heavy metal waste is proportioned with cement, a quartz powder, fibers and an additive according to a certain proportion, the heavy metal waste is directly used as a reference material, and heavy metal waste particles are permanently cured in crystals via the stable-structure tobermorite crystals; because a beater-addition method is used for production, the production efficiency is greatly improved, the use of the heavy metal waste is accelerated, and a great significance is provided for country governance of heavy metal pollution. Through material preparation, pulping, blank preparation and molding, and steam curing, the tobermorite crystals wrapping the heavy metal waste particles are formed finally. With adopting of the production method, the purpose of permanent curing of the heavy metal waste can be achieved for only 1-2 days; and compared with traditional cement curing of heavy metal waste needing maintenance for 28 days, the method has the production cycle greatly shortened, and increases the processing capacity of the heavy metal waste, so as to achieve the purpose.
