The invention relates to an integral ground elevation controller and a construction method thereof. The integral ground elevation controller comprises an elevation piece and an adjusting base, wherein the elevation piece is provided with a penetrating opening; the adjusting base is used for erecting the elevation piece and comprises a support and an adjusting piece which is arranged on the support and penetrates in the penetrating opening; the adjusting piece comprises a bolt and a screwing piece; the bolt is fixedly arranged on the support; and the screwing piece is matched with the bolt and is fixedly arranged on the penetrating opening. By the integral ground elevation controller, the problem that elevation is difficult to control when concrete is poured on the large area of floors is solved, quality of concrete pouring of the floors is improved, and construction progress is also improved. The integral ground elevation controller is convenient to operate and easy to control.
