The invention belongs to the field of parts of doors and windows and particularly relates to a door and window locking device. The defect that a traditional window locking device can not lock a window when the window is in an opened state is overcome. The structure of the window locking device comprises an inner side window frame and an outer side window frame. The window locking device further comprises a rack (13) and a base (1). The base (1) is fixedly connected with the inner side window frame. The rack (13) is fixedly connected with the outer side window frame. The base (1) is provided with a sliding hole (10) which is in sliding fit with the rack (13). The base is provided with a limiting device. The rack (13) is provided with clamping grooves (18) which are in clamping fit with the limiting device. According to the window locking device, the window can be locked when the window is in a half-open condition or in a slight open condition, so that the safe and anti-theft effects are achieved, and the potential safety hazard that a kid climbs the window and falls from a building is avoided at the same time.
