The invention relates to the field of buildings, and especially relates to a Portland slag cement. The Portland slag cement is prepared from, by weight, 38-71 parts of clinker, 1-2 parts of gypsum and 30-40 parts of granulated blast-furnace slag. The Portland slag cement can be adopted to greatly reduce the water segregation property of the Portland slag cement and enhance the frost resistance in later cement curing.
