The present invention provides a preparation method of a cement base material composite admixture and a cement base material containing the composite admixture, and the composite admixture can replace traditional mineral admixtures to use in general civilian cement base materials. The preparation method is as follows, in the presence of a grinding aid, a grinding raw material is ground to obtain the composite admixture, wherein the grinding raw material comprises, by mass, 10%-20% of limestone, 30%-40 % of fly ash, 10%-15% of sintered common red brick, 10%-20% of aluminite powder, 3%-5% of dihydrate gypsum and the balance of calcined coal gangue; the preparation method is as follows, (1) the limestone, the sintered common red brick and the dihydrate gypsum are crushed; (2) the crushed limestone fragments, red brick fragments and dihydrate gypsum fragments are dried; and (3) grinding, to be more specific, all the grinding raw materials are ground in the presence of the grinding aid. The composite admixture prepared by the preparation method can, in equal amount, replace traditional high quality fly ash and mineral slag micropowder to use in production of civilian cement base materials of C10-C40 strength grade.
