The invention provides a composite piezoelectric material and a preparation method thereof. The composite piezoelectric material is prepared from emulsified asphalt, piezoelectric ceramic powder, cement, mortar rheological agent, water reducing admixture and water. The preparation method includes the steps of preparing materials; preprocessing emulsified asphalt; preprocessing water reducing admixture; mixing; molding; electrode bonding; polarizing and the like. The composite piezoelectric material can be used for producing sensors of a health monitoring system, monitoring stress and deformation of ballastless tracks, and monitoring the safety condition of road surface at all times to reduce accidents; the composite piezoelectric material can be used for producing micro-power piezoelectric power generation units for supplying electricity for the monitoring systems to realize energy self support of the road surface health monitoring system; the composite piezoelectric material can solve the problem of poor compatibility between existing piezoelectric materials and CA mortar, provide excellent performances of noise reducing, damping and dissipation damages for high-speed driving load, ensure safety and comfortableness of high-speed driving on slab track, facilitate road surface maintenance in the future, and greatly save manpower and material resources.
