The invention discloses a surface protecting block structure used for resisting waves and an arrangement method thereof. The surface protecting block structure is composed of a surface protecting body and a pair of tenons, wherein the surface protecting body is formed by arranging five hex nut blocks. The surface protecting block structure has the advantages of being simple, convenient to construct, high in coarse permeation coefficient, good in wave dissipating effect and good in economy for waves within 3 m. The surface protecting body of the surface protecting structure is composed of the five connected hex nut blocks, and compared with the prior art that a single hex nut block is prefabricated through a shaping formwork, the area is reduced by nearly 40%. Compared with the prior art, the surface protecting block structure can greatly improve mounting efficiency. The pair of tenons is arranged among the five hex nut blocks, so that the coarse rate is increased, and the wave climbing height can be further lowered.
