The invention discloses a geomembrane core wall hilly pond earth-rock dam and a construction method thereof. The geomembrane core wall hilly pond earth-rock dam consists of a dam body, a geomembrane, residual soil, slope soil and silty clay, wherein the geomembrane is constructed in the middle of the dam body; the residual soil and the slope soil are laid at the left and right of the geomembrane core wall hilly pond earth-rock dam, and are compacted in layers; the thickness of the silty clay is greater than 20cm; and the silty clay is laid at the left and right of the geomembrane, and protects the geomembrane from being punctured by edges and corners of the residual soil and the slope soil in earth-rock dam construction and operation periods. The geomembrane core wall hilly pond earth-rock dam has the characteristics that the geomembrane replaces rare clay in a mountainous area and is made into a core wall, so that the engineering cost is reduced; because the geomembrane has good impermeability, malleability and durability, when the geomembrane is used to construct the core wall earth-rock dam, the cost is low, the construction is convenient and the construction speed is high; and the impermeability can not be degraded with the service life growth.
