The invention provides a bridge pile foundation pile head breaking device and method. The bridge pile foundation pile head breaking device comprises multiple PVC sleeves, rubber hoses, steel gads and a hoisting unit. The PVC sleeves are arranged in multiple main pile foundation reinforcing bars and sounding pipes in a sleeving manner and used for separating the main pile foundation reinforcing bars and the sounding pipes from pile foundation concrete. The bottoms of the PVC sleeves are wound around the main pile foundation reinforcing bars and the sounding pipes through adhesive tape and then fixed in a sealed manner. The rubber hoses are annularly arranged on the periphery of the ineffective pile body part of a pile foundation. At the joints of rubber hose connectors, the connectors at one end are vertically guided to the outer side of the top of a pile head along the outer side of one main pile foundation reinforcing bar of the pile foundation, and the free segments are exposed. The steel gads are located between the effective pile body part and the ineffective pile body part of the pile foundation. The hoisting unit is preburied into the ineffective pile body part of the pile foundation in the pile foundation concrete pouring process. By the adoption of the bridge pile foundation pile head breaking device and method, the structure is simple, operation is flexible, cost is low, the economical and efficient effects are achieved, and the device and method are suitable for pile foundation pile head breaking construction.
