The invention discloses a cast-in-situ composite thermal insulation concrete shear wall and a manufacturing method thereof. The shear wall comprises a thermal insulation board arranged between two templates; first cushion blocks arranged on the two sides of the thermal insulation board; second cushion blocks tightly attached on the inner sides of the templates; net rack boards fixing the first and second cushion blocks; a positioning steel bar penetrating the net rack boards and jacking the templates; and a tie bar connecting the net rack boards.
