Provided is a milling and digging device. A center cylinder is arranged on the lower portion of a rack. A left hydraulic motor and a right hydraulic motor are arranged in the center cylinder. One end of a main oil inlet pipe is connected with a main oil inlet in the rack, and the other end of the main oil inlet pipe is connected with an oil inlet of the left hydraulic motor. One end of a backpressure oil pipe is connected with an oil outlet of the left hydraulic motor, and the other end of the backpressure oil pipe is connected with an oil inlet of the right hydraulic motor. One end of a main oil return pipe is connected with an oil outlet of the right hydraulic motor, and the other end of the main oil return pipe is connected with a main oil return port in the rack. An oil drainage port of the left hydraulic motor and an oil drainage port of the right hydraulic motor are connected with an oil drainage port in the rack. The inner ends of two shell rotation planet gear reducers symmetrically arranged at the two ends of the center cylinder are in transmission connection with the left hydraulic motor and the right hydraulic motor respectively. Milling and digging cutter discs are arranged at the outer ends of the shell rotation planet gear reducers respectively. First flanges used for fixing the milling and digging cutter discs are arranged on the outer circumferential walls of output shells of the shell rotation planet gear reducers. A connecting mechanism is arranged on the upper portion of the rack. The milling and digging device is high in transmission efficiency, small in size and weight, simple in structure, reliable in operation, low in production cost and easy to maintain, and parts are flexible.
