The invention discloses a low-impact hydroelectric power generation system which comprises a water retaining dam body and a generator set. The water retaining dam body is provided with an S-shaped water passing channel and a rotating wheel set, wherein the S-shaped water passing channel penetrates through the front side and the rear side of the water retaining dam body, and the rotating wheel set is arranged in the S-shaped water passing channel. The rotating wheel set is connected with the generator set though a rotating shaft, and an adjustable power supply circuit is further arranged at the power output end of the generator set. The rotating wheel set comprises a conical inlet rotating wheel arranged at an inlet of the water passing channel, an outlet rotating wheel arranged at an outlet of the water passing channel, and at least one central rotating wheel arranged in the water passing channel. According to the low-impact hydroelectric power generation system, kinetic energy of water can be better converted into electric energy; meanwhile, impact during water discharge can be greatly reduced, and a threat to a downstream waterfront during power generation through water discharge is better reduced.
