The invention discloses a cement-based composite cementing material with high endurance. The composite cementing material is composed of the following ingredients, by weight, 50-70% of Portland cement, 11-15% of alkaline residues, 4-10% of fly ash, 9-15% of slag, 3-5% of nano additives and 3-5% of positive ion migration corrosion inhibitors, the weight percentage sum of the above ingredients being 100%. The composite cementing material can solve the recovery problems of industrial waste materials of alkaline residues or the like, can be used as a reinforced concrete structure in a marine environment and can relieve chloride ion erosion effectively.
