The invention discloses a preparation method of a cold ramming paste specially used for submerged arc furnace whole furnace construction. The cold ramming paste comprises, by weight, 75 to 82 parts of a skeletal material, 16 to 20 parts of a binder, and 5 to 10 parts of an additive. The preparation method comprises following steps: A, the skeletal material is smashed into particles with a particle size lower than 12mm, and is weighed; B, the smashed skeletal material is delivered into a mixing kneading pot which is preheated to 60 to 80 DEG C for 15 to 25min, the binder and the additive are delivered into the same mixing kneading pot for 30 to 40min of mixing kneading, and an obtained product is cooled to room temperature and packaged. The cold ramming paste is mainly used for submerged arc furnace whole furnace construction.
